Why is it assumed that the government (i.e. taxpayer dollars) should pay AND provide homes for their care and NOT the parents?

So I will admit that it has been a while since I've been in school and I don't have any children to back to school shop for, but how hard is it to know what you should buy for your child? I know that some office supply stores have "suggested" lists for each grade that you can use as a guideline. And can't you just look up the curriculum and try to figure out what you'd need? Get the basics to tide you over and get the specifics once you know for sure... it isn't that difficult.
